History:
His history was an unknown until the age of 16, when he was first reported, Still a Major General in the GDI terran sector, under the command of the now GDI supreme commander and ex-Terran sector Director Hideo Anasaki. That particular mission was the 4th sighting of the dimensional criminal Fangwang- in his home dimension- and apparently, he was plotting a scheme to secure a group of artifacts known as the "Feathers of Sacred Memory", artifacts in the shape of feathers that date millenia and have grazed the pages of many an ancient epic of Earth. During that mission; He, his partner and future wife Yvonne, a couple of cousins, a man simply known as 'Reed', and a girl known only as 'Nona', had managed to defeat this particular Fangwang- making that dimension safe for the moment. But as with killing a person's dimensional persona, the power that killed persona had gathered will now go to the remaining Fangwangs- a bad omen.
After he assumed the post of Terran Sector Director, he was introduced to another role- as the head of the TSAB council- in which Hideo had also previously assumed. But luckily, his real power within the civil organization was little- sometimes serving as the tiebreaker between split votes and the opinion taker. But taking the bureau's dictums by heart, he began to order some units of the GDI terran sector to do a militarized version of bureau activities- all under bureau supervision and sometimes- under total bureau command. But still, his prime directive for the GDI was for the destruction of Fangwang and all of his works- and it seems that all of the major discoveries the GDI has been making in ordered space have been linked to him- and so the info was passed to the bureau- and were now building a case against him. While he was waiting, he carried on his duty, keeping ordered space (AKA the 'Terran sector') in order.
His first noted apperance in the Nanoha timeline was during AlternateS I, when he was only shown as the middleman in the bureau council chamber, face hidden by shadows, asking Kyla is she would use a 'favor point'- a reward point system given to all bureau commanders for performance- and Kyla being the AX commander, she had a lot of points. He appears in the story as the shady council member in each scene he is in, his face never shown.
His second appearance was during the AX mission to Planet Earl, when he appeared as "Anrei, the businessman of the Black Market"- the "Black market" being the the TSAB base in the middle of Earl's huge single ocean, the 'Big Blue', TSAB Mirari base- a base serving as a research facility and ship repair center- but also having the status of 'Country', that status being made to point during the AX mission, when Mirari was introduced as a country- with welcoming fanfare in Windbloom city to boot- the 'representative' Lindy- with the three Aces and the Wolkenwritter as "Otome". When Arika managed to unlock her Miryoku (L1 Blue Comet Dance) for the first time, under the suggestions and testing of CC- (who she calls him as Sir- the only one she addresses as Sir), he taught the young sky blue sapphire how to use her special second generation Nanohmachines to draw her linker core's power to execute Miryoku. Believe me, it's quite a scene when he blocks Arika's full power 'Bolt from the Blue' regularly and without fail, without a shield. Later on he also taught Nina when she was reinstated as an Otome. and in the final battle- his squadron of special fighter-bomber plane had managed to turn the tide of the battle, dropping Graviton Bombs on key Neo-Schwarz facilites- when the Antimatter bomb was a no go- and after that strike, he vanished.
His third appearance is in the post StrikerS file AlternateS II, where he briefs the now combined AX and MD6 into thier new mission: To Capture or Eliminate Fangwang- at all costs, with full bureau and GDI support if needed.
Sounds easy?
No- not if you're dealing with one of the three causes of the creation of the the Time-Space Protectorate Forces, the TSAB's military predecessor
Skills / Spells:
The Capelia, being an application of the 'Ten Commandments", also has nine other forms, or rather, identities- and moves/skills/spells that are unique to each sword. Currently, information about the nine other blades is under high level authorization and thus could not be published- unless his entire move set is revoked- either the moves or the swords- so i choose the moves. Note that these moves are the only ones observed in detail.
Basic:
Windcutter/Windslash: a generic move, in which in a slashing move, he can create a cutting wave of 'wind'- which is acutally energy. can be spammed
Blast Slash: an explosive version of the above attack. can be spammed
Illusion Blade Strike: a fast, illusory type of attack that has three kinds: 1) a rain of sword tips, 2) what seem to be a rain of sword tips but in reality a single sword coming, and 3) what seemed to be a single sword coming, but actually a rain of sword tips.
Vacuum Missle: projects a bolt of vaccum that has a chance to shatter shields. can be spammed.
Terra Shockwave: stabs the sword on the ground and sends a damaging pulse to the target via the ground. once the wave is close, it leaps and 'attacks' the target.
Expert:
7 Apocalypses: a combination move that combines all 7 of his -ryu's powerslashes- executed so fast that each part is hidden in the flurry. but at the end of the move, the target goes down in a flurry of explosions.
Delayed Finish: a speed attack, in which he passes the enemy and in true samurai style, ends it with the target being slashed and whatever move he uses.

Elite:
Inter-Dimensional/Space Tearing Slash: a 'Noble Illusion' type of attack, gathering all of his energy in the blade and using it to not just slash an opponent, but also produces either one of two effects:
- An imperfect slash can only damage the exact XYZ location of the target in all the dimensions. Example: if you hit a target at coordinates (X:Y:Z) 500:125:049, all the points of 500:125:049 in all the dimensions will be hit, regardless of what stands in that exact point in space.
-In the skill's purest form, the exact target regardless of the location will be hit. Example: if Kha gets hit, all the multiverse's Khas will be hit even if he's in SG or PH, or USA- but the effects can be different from the original target- the target may die along with some others, but some may live. the drawback of this happening is that all the power the killed person has will flow into his/her other still living dimensional personae.
Blood Seal Invocation: a 'Noble Illusion' type of attack that was deisgned to work with the Capelia. he uses the sharp point of his crossguard to prick his wrist and let blood flow into the channels of his sword, further powering the blade up. as for the attack, if he spills any of his blood, he can use that blood as a weapon. it will really work if a lot of his blood is spilled- the minium spill for effect is about 2 glasses. and once the enemy is dead, he can acquire the blood as his own, helping him heal.

Rage Delimit/Break: a rarely seen move, since he can only use this under special circumstances- but basically this is the limiter release move. but once his limiter is removed, expect hell...
