Re-read the earlier chapters and the end of V3C4 .. with magic that uses fewer than X number of steps, he can cast it immediately without forming a magic sequence. It's literally stored in the magic hard drive in his brain.
So for like the magic Hattori was planing to use on him during their duel, "fling backwards" Tatsuya should be able to use that immediately over and over again on numerous targets.
FRS: That makes sense .. I didn't think of it that way. I thought she was insinuating an argument would break out and Miyuki would freeze things. It wasn't clear to me..
