I thought it was really weird he brought up marriage for Mitsuru and Kokoro and not himself and Zero Two. I think it's just bad writing though (the marriage only happened so Mitsuru and Kokoro's separation would seem more tragic, as proof they were interrupted right before the end of it for maximum drama), not Hiro being manipulative.
