I suppose that could be Cruz's unique talent: To turn past enemy into allies. Notice how Aruka didn't go for Cruz right away when she spotted him in the recent story? She even presumably burn a large hole on the thick ice wall blocking the escape route out of town. Thats a sign.
Eventually Cruz will rise in power and get himself a large gang to oppose Arclight in the finale battle.
