Going by Fullbring arc Ichigo was always monitored so not seeing Isshin is impossible.
Getsuga Tenshou is also a shikai power as far as I remember besides there is no way Yamamoto wouldn't know it. You need to have bankai to become a captain so there had to be witnesses and there is no way Yamamoto wouldn't know about Ichigo's powers either.
