The curriculum made it possible for the espers to wrap the reality with their own reality but that differs from one own ability to alter it or their level. And when your brain is been messed up by science that leads to you can't use magic anymore.
Magic was created so people can become those who are talented. Saints are talented, gemstones are talented and index can be considered a talented. For her ability to store the grimoire and didn't get poisoned by it because of her stature that can't use magic even though she can really use magic is talent or maybe the church messed her up to become like that.
index explained that magic was created to those who can't become espers. But pretty much anyone that undergo the treatment can become an esper but not everyone can be high level. It's the same for magic anyone can learn the magic formula but it won't help them if their will or faith or what ever factor is lacking to summon the powers from outside plane.
The only naturals yet that's been mentioned are Saints which is only 20 people around the world. And gemstone which are only 50 around the world.

Incorrect magic was created for people that wanted power but wasnt born with it, according to index even gemstones cant cast magic according to what index state.
