If I measure my waist at my belly button I come to the maximum of 79 CM, but the other measurement they have listed for hip is then far too big for me, my hip size is around 2 sizes smaller than the amount they have listed with the corresponding waist size

According to the picture and description it seem that you wear it waist high. And yes, these sizings seem to have a bigger difference between waist-hips than westerns usually have. I think the difference in waist-hips in western(European) charting is usually about 25-26 cm, here it's 29 cm. So the more accurate thing to say here would be that Japanese women have wider hips, which make their waists look smaller
If I was you, I'd only look for the waist here, since it's a skirt, and the design is more puffy anyways. Do what you think is right...
