Jinbei has a strength different than Luffy's. He is a creature of the sea. And, in the sea, it is pretty much obvious who the stronger one is. In the land, unless Haki is involved, I say, they are pretty much even (even though you cannot directly compare one character to another's metrics, but if Jinbei is very close to Ace in terms of strength, then Luffy needs some more upgrades to his powers to reach that level).
