As I understand it, it's like trying to reproduce lectures from lecturer's notes just after the first read-through. Sure, the arbiters're given just enough details to get the general idea, but they'd need a hella lot of time and efforts to see the whole picture, so they're just skipping through the scenes which seem important. This explanation doesn't cut it without further assumptions, but I'm too sleepy to give it a further thought.
