I thought the biggest thing was not upsetting the group dynamics. While she certainly loves Ken she also cares about the student council mood/atmosphere/etc. Going out with him would upset that mood (to say the least) so right now she's happy with just expressing her feelings and getting them out there. Once she accepted that those feelings were genuine just went ahead and confessed.
