The spoiler said that Kougami was to have been exchanged with someone from another team...so presumably, there's a good chance we'll have a new character introduced to us, and that we'll get to see Kougami's new team prior to him leaving them. The woman the camera focused on briefly in ep 17 is surely going to be either the Enforcer Kougami got swapped with, or the Inspector leading the team he'll be going to. She looked pretty cool.
