Regarding Blackbeard, i have no doubts he is one of the strongest enemy for Luffy in the entire story of One Piece.
I mean, his title is even indicating it being the exact opposite of Whitebeard....not to speak of his name Marshall D. Teach.
Whether he is as strong as Whitebeard if both fighting without devilfruit-powers....who knows.
I mean, Blackbeard until now was freaking playing around like a clown, caring for nothing.

I guess, he hasn't shown his maximum powers yet.
