Impossible. Cross was already in the order back then. He should be as old as Mana to even be able to "Protect" him.
And Mana already said it was Allen. Turn to page 7, I say!.
And on page 12 look at Allen's background its Mana as he have never met the 14th. And that background is identical to the clown he met at the flashback scene.
