As far as I am aware Pili shows are only ever dubbed in Taiwanese, and people who don't understand it just read the Traditional Chinese subs. Subtitles are basically mandatory on Taiwanese TV, so it was never a problem there. For that matter Pili basically have something like three people doing voices, and back in the old days just one guy doing 7 voices alone. That guy's son, who is now working alongside his father, can only do 3 voices so far. The Taiwanese dialect is basically part of the tradition and no one in Taiwan would ever want or ask for a mandarin dub. So Pili likely would never pay to have one made.
I think the version released officially licensed on the China bilibili is the Japanese version.
