Not always, the echi its an element, very much like rama or gore, it can be used constantly and still be appealing so long as it is used smartly.

Of course if you repeat the joke where the MC walks in when the girl changing with every girl it end up tedious, the same goes to many and unneeded beach chapters but animes like Monogatari (thoothbrushes, taking baths with loli vampires, etc) and even No Game No Life (repetitive bathroom scene aside) have plenty fanservice without losing quality.
