The fact that it isn't outright called "Mahou Shoujo Lyrical Nanoha the movie 3rd STRIKERS" makes me think it's not going to be StrikerS. Unless they're so early into the development process that Tsuzuki doesn't know what it's going to be about, yet.
He's just got dem big green dollar signs for eyes, and knows it needs to happen.
