I think this whole ToV discussion reflects the policies of MS and Sony.
MS likes to pay for exclusivity, timed or otherwise (including DLC... see Fallout 3 and GTAIV).
Sony on the other hand, likes to make developers add something extra to their late ports (e.g., Eternal Sonata, Red Alert 3, Bioshock and now ToV).
So really, it's your choice. Pick your poison.
