I'm pretty much happy how the unfolding plot let the inclusion of new player and a clear direction onto where the story is heading.

What I understand we have three conspirators that are acting behind the scenes to ensure a false sense of security upon the masses of people throughout the Empire.
Their machinations are prompting for those ignorant masses to stay focusing their anger and loss onto the Empire and the military.
Since the editor-in-chief is most likely the prone suspect who dialed-up the possible conspirators, who in turn sent the assassin to silence anyone related with the manuscript, and delivered the manuscript to the conspirators, that means that the black organization has influence over other spheres aside from the military. The newspaper, Die Welt, is a great example.
This atmosphere of perceived and unseen danger and uneasy peace period of politics reminds me a little to Episode 2- Attack of the Clones.
Basically, Section III deals a humiliating loss without getting any clear information about the bosses who sent the assassin; the loss of the manuscript; and the needless loss of human lives.
Certainly, there must be a connection between Leonil and Dr. Muse Kaupland from the Kaupland Institute, since there the manuscript addressed with great emphasis the topic related to the confidentiality of the "Invisible 9" which everybody from the military, the nobles, and to the common people like Cecil make a fuss about.
The other player with Leonil plays a brand-new, added mystery as well; if he or she has ties with one out of the thirteen noble families of the empire or maybe he or she is a spy (emissary) sent from the Frost Republic or another enemy power.
I'm just as well satisfied that the show's animation returned to its standard norm.
