It costs very little to reproduce DVDs and most of the frivolity they add --- its all about the "price point" for the local market (how costly before the consumers gack). In Japan, the otaku have demonstrated that they're willing to bend over a lot more than, say, American or European markets. The damned region codes assist in this kind of market balkanization as well.
Okay, on the other hand --- supposedly the video encode quality of the 1 and 2 episode DVDs is much higher than the 4 to 6 episode DVDs released in Region 1. If they would subtitle the Japanese releases, I'd probably be inclined to buy them rather than wait for the R1 release, but for me anime is a family and social thing that involves a lot of non-japanese speakers so subtitles are essential.
