In general the enemies aren't after Touma in particular. His horrible luck, sense of heroism, and uncontrollable urge to protect the hell out of every one around him drags him into shit.
Two times this was changed. Terra came at him specifically and it took Kanzaki Kaori and her whole church to protect him. Then Gremlin tried to drop a mountain on Academy City. Again Kanzaki Kaori interfered, as did fucking Accelerator. And when Touma finally went on the offensive against GREMLIN, Misaka "Railgun" Mikoto went with him with the express intention of killing anything that tried to hurt him.
In other words, attacking Touma means going through every single person he has saved. And that includes several people who are more or less equivalent to Campiones in the Toaruverse.

But still, that doesn't sound right to me. Touma and his annoying herorism pissed of lots of people, especially from magic side, right? If they don't want to face him along with all of his followers, why didn't they just assassinate him? Like I said, snipping, poisoning or even hiring a street thug who know nothing of science and magic to stab him in his way to school will work. Touma screwed up lots of people's bussiness, hence, they end up fighting him and his full force right away. Then why didn't they just strike his weakness and get rid of him beforehand to prevent further troubles? Make no sense to me...
