The 'hints' you are probably referring to are hints that suggest that Ayumi / Chihiro are in love with him. If that is the case then you making the same mistake as Keima, just because they are in love with him doesn't mean that they have a goddess.
In general what I would consider hints for having a goddess are
1) That her memory isn't gone
2) Her having some special power, e.g. Ayumi and her fast running.
As for chapter 165... I think I'll wait until it has been released before commenting.
