If Cao Cao was to fight Dulio, wouldn't he be destroyed by the first spell that hit him? Combat Abilities aside, He is still only a human (assuming that is still the case since his vacation with Hades at least, otherwise he also looses the spear never mind just its will)
With that being said, in a fight, teleport or whatever else you wanna give him (assuming he can even use it in rapid succession long enough without some sort of taxing requirement) Dulio is a specialist of wide area combat, all he needs to do is basically carpet bomb the combat area with whatever element (lets go with lightning) and eventually he will get Cao Cao.
The human in Cao Cao is both his greatest strength (true longinus) and his greatest weakness (frail body - compared to supernatural beings at least)
