I think its his views of her being a sister figure that conflicts with his possible feelings. Probably thoughts like "I shouldn't like this person that I've considered a sister".
To get real extreme, there are people who do feel attraction to their real siblings and have these thoughts, but our case here isn't as extreme. He could actually date her if he wanted.
All I know is that compared to the usual onee-san characters we see in Harem that usually have no chance, Hazuki does seem to be in his mind somewhere. Even with the game she and Satsuki plays, he didn't necessarily STOP it, knowing full well what the winner would receive. We've seen first hand he has the ability to tell someone he doesn't like them and not be indecisive.
