Well, here's Ivanovich's spell list, finally done:

Compared to other mages, Ivanovich's spell list is quite short, with his biggest spell being roughly equivalent to Divine Buster. As Harvest takes the form of a rifle, almost all of Ivanovich's spells are ranged attacks. Unlike Nanoha, however, he focuses on highly accurate, tightly targeted attacks - very similar to Vice. Unlike Nanoha or Fate, Ivanovich uses 12-cartridge magazines for Harvest, and carries many spare mags with him.
Attack Spells:
Variable Shot: Ivanovich uses the power of two cartridges to form a barrier around a magical bullet, allowing it to penetrate Gadget Drone AMF. Harvest is capable of focusing and forming the barrier and bullet without operator input. (AA-rank, 2 cartridges)
Heatseeker Twins: Ivanovich fires a pair of heatseeking shots that home in on their target. This attack launches magical projectiles with attack power of B, AA speed and A+ homing ability. (AA-rank, 2 cartridges)
Blaze Cannon: Copying one of the standard spells used by Enforcers, Ivanovich uses this fire-based spell in like manner to a flamethrower, producing a jet of fire that shoots out forward. By adjusting the input power, he can control the strength, intensity, and range of the stream. (B to AA-rank; uses no cartridges at B, 1 cartridge at A, 2 at AA. Strength adjustible.)
Barrett Shot: Ivanovich's version of Barrett Shot is almost identical to the standard version in use, except that Harvest fires 3 shots per cartridge instead of 4, giving a slight increase in power to each shot while reducing the volume of fire by 25%. Once Barrett Shot is active, all Ivanovich needs to do is to pull the trigger, until he runs out of cartridges.
Autumn Pillar: Ivanovich's answer to bombardment spells. This spell manages to hit AAA rank using 4 cartridges and fires a concentrated beam at the target. The beam is of comparable power to Divine Buster Extension, but with a smaller "caliber", and concentrates magical energy into penetration power and range. (AAA-rank, 4 cartridges. Similar power to A's Divine Buster Extension, but with more range and lesser kinetic impact.)
Shock Bolter: Modified from Franz's Blitz Bolter, Ivanovich uses this spell in hand to hand combat. It is essentially the same spell, sans lightning element.
Defensive Spells:
Barrier Jacket: Standard OFM Assault Platoon Barrier Jacket, resembling ODST armor.
Protection: Standard Barrier-type spell.
Round Shield: Standard Shield-type spell.
Jacket Purge: Following the principles of Reactive Armor, Ivanovich can detonate the outer layers of his Barrier Jacket as a defence, revealing the battledress fatigues he wears below.
Other Spells:
Flier Fin: Like Nanoha's original Flier Fin, but with less manuverability. If Nanaha's manuverability is that of a RAH-66 Comanche, Ivanovich's manuverability is like a CH-46 Sea Knight.
Chain Bind: As with Yuuno's version.
Flash Move: Speeds up Ivanovich, typically used in dodging or to tackle escaping targets.

I'd disagree this is more like an attack helicopter and the problem with those is they tend to have to get close enough for the targets to shot back which complicates matters. I've always consider mages less aircraft and more highly mobile helicopters.

I was basically thinking the same thing. I'm pretty sure the TSAB looks down on mages throwing around powerful spells wily-nily in population centers. It's then a race between time for the ground team to evade her and her Wide Area Search while setting up their ambush, while dealing with the Forwards, all at the same time.
