People really should have expected that considering the precedent set by Dragon Age 2.
And no, it's not why the game was delayed. The delay is probably not actually a delay, but Bioware convincing EA not to force them to release before the 2011 holiday season.
Way too many games have been released in buggy/unfinished states due to the publisher forcing a holiday season release.
