No. She's just a normal human who uses make-up or plastic surgery or something to physically match the image of a dog that Netero assigned her. It was said in the episode that introduced the Zodiacs that all of them but Ging and Pariston go out of their way to match their animals. This is also where Ging's "you're out of character!" comments were coming from.
