Junko looks a lot like Chisa in some scenes, and Ryouko is basically looks like a hairdown Junko. Certainly Junko and Chisa are not same people and not blood related, but I honestly think the similarity is not unintentional. Chisa might unknowingly being used by Junko to keep Munakata from knowing the truth about Junko at the time (similar how Junko used Matsuda and Ryouko to hides the truth behind Stuco mutual killing). Or maybe the whole Chisa is the mastermind in future arc theory.
