Actually it's a little more complicated than that I think.
When they are on the field Anbu are undercover : they hide their faces, they use fake name and they aren't under their official military ranks.
On Anbu mission Itachi wasn't a Chuunin or rather it was irrelevant. He was the head of his squad regardless of the regular military ranks of his subbordinates.
Ibiki Morino is in the same case. He's the head of the Anbu Torture & Interrogation department but as long as he's not on the field he's not undercover and thus keeps his military rank, ie Special Jounin.
