C4 is closer to Drama, as in it's serious slice of life or otherwise deals with life problems. C5 is purely doesnt-take-itself-seriously kind of shows or otherwise relaxing to watch shows with not many if any strings attached. Typically not serious shows will get bopped by default from every category under the sun by "serious" shows, except maybe if they also happen to be a comedy. It's like an unwritten rule that if you're not a serious show you're automatically "inferior." So to help them not be ignored they get their own category.

There is of course intersection between C4 and C5. Everyone is free to use their own judgement.

Not sure about psycho pass, maybe because episode length is said to be 45min per episode? (is that true or error?) I believe this is an application of some rules from last year so I'll have to look into it later. May be an error.
