No sane person would help others commit such atrocious murders, Makishima's CC must definitely be high enough for enforcement. The Sibyl system is really simple now that I think about it... you don't need to bother proving a man is guilty, so long as he has a high enough CC, he will be convicted or executed. Court of laws probably aren't even dealing with criminal matters anymore. The dominator acts as judge and jury, and the enforcers as executioners.
