Yumeiro Patissière's ratings are a bit of a surprise. It is taking over Yatterman's timeslot, after all... yet the ~5% figures have dropped to 2.*%. I suppose the two shows are just too different to retain the same audience.

The issue with Darker than Black is, I think, the fact that it airs on MBS (Kansai) on Thursday nights, then on TBS (Kantou) on Friday nights. The latest episode can be obtained via illegal ways overnight, and I'm sure many people in Kantou (= the region we usually get numbers for) don't bother re-watching the episode. Just as an indication, the most popular anime streaming website already has over 80k views for the third episode of DtB: Ryuusei no Gemini, which isn't too small of a number - ratings might be even more meaningless than the usual. Of course, this applies when the ratings do get posted, which isn't the case right now. :/
I think ratings for Seitokai no Ichizon are just impossible to get, though. Doesn't it only air on UHF Network channels?
