He gave it to Klein (in that same episode 3), who was a) paralysed in the present, and b) probably used it a long time ago.

To be fair... we don't totally know the basis for their abilities right now. We know that they exceeded the rules of the world, per Kayaba (the person who built said world, so he would know). How, why, with what ability, etc.? TBD...
