The reason Integra was at the coroner's office was to retrieve Rose's body while at the same time replacing her's with a fake. So this adds to my assumption that the RUC girls are just "pawns" for a darker plot that involves Rally as the villain of the story, with Integra being Rally's "dog" for the security division.

I won't really know what's going on until I've seen the episode myself, so I'll leave it as a question mark for now.
