I think Baam is the irregular but its just that the interest was shifted from Lahel since she was a powerless regular who turned up at the same time, so Hedon would pay more attention to the irregular.
It's also been overstated many times that all irregulars are powerful people who cause chaos, but Lahel doesn't suit that lineup.
