The bull was already activated, Luo Hao having already fufilled the conditions earlier through the use of her authority. The passage about the target being himself has to do with the mechanics of that incarnation. The stronger or larger the target is, the more his strength rises in response. By making his body the target, he achieved comparatively little strength, but it was enough to vault over her head.
