Because by the meaning of magic by Yotsuba. Tatsuya can't change or bring change into anything. He can only erase and regenerate what's already their. He can't create or brought a change into what's their. Because if converting matter into bomb ins't that changing it already? then why was Yotsuba clan didn't label it as a magic?

Material Burst is a Magic that disassemble mass into energy.

it's not a fission or matter-><-anti-matter annihilation.
Material Burst does not creat radioactive waste like fission bomb.
(Any country or organization that use of weapon or Magic that pollute the world with such contamination is subject to retaliation by International Magician Association)

BTW, here is the energy output yield for Material Burst.

1 drop of sea water (50ml) -> Energy output equivalent to 1Kt of TNT
Result: The explosion vaporized a LST

A 7.62mm rifle round (exact mass unknown) -> Energy output unknown
Result: The explosion vaporized a fleet composed of 2 fast cruisers and 4 destroyers

A flag hanging from a mast of a battleship (apprx. 1Kg) -> Energy output equivalent to 20Mt of TNT)
Result: The explosion vaporized a large fleet, nearby naval base, and much more... (It practically devastated lower half of what was known as Korean peninsula)

Basically, Magic (Modern Magic) is a technique that alters the data structure which causes new event in real world.

I said Modern Magic because there are other types of Magic that don't fit into the description above (such as Non-System Magic).


Here is the dialogue between Miya and Miyuki from the novel.

What Miya tells Miyuki about Tatsuya's 2 abilities (Disintegration, Restoration) not being Magic is that those two ability doesn't add bring new change to data structure, but just changes the state of data structure.


It's a little confusing, but let's try it this way.

Let's say if we treat data structure as a basketball, normal Magic can only change it's surface - like drawing something on it or sticking something on top of the surface - while Tatsuya's Magic directly affects the ball itself - like tearing it apart or gluing the pieces together and make it whole.

Miya probably thinks that the "with something" part is what defines true Magic, and what Tatsuya does isn't Magic because it has no "with something" part.

Well I guess she is just being a fundamentalist, believing that a certain kind of Magic (probably Modern Magic) is only the true Magic.
