Etna's spear is only level 26, despite it now being her symbol and played a big part in that Prinny platform game. One has to argue that in canon, the characters probably didn't have maxed out weapons or able to defeat Baal with maxed enemy difficulty. The only thing we know is that they defeated the story boss; which is achievable with ease.
