Don't assume that the technique is easy simply because Naruto can do it.
I think Neji could learn to do it, sure. I don't think he'll learn it nearly as fast as Naruto did though. I also don't think it'll be a technique that would be feasible for Neji to do because of the amount of chakra it requires.
