In the first place, number 1 would be pretty boring because not much happens until the end of OT20, and OT21/22 are among the shortest volumes in the series. JC Staff would simply need to allocate more resources into making the Fiamma/Gabriel scenes look good for TV, realistically.

Eh I'd want a movie for OT 22 lol. The climax deserves one if end of eva can get one.
