Spoiler for Satoko's Life:
Shortly after Shion ran away from boarding school she got a job as a waitress in a fetish restaurant on the edge of town that was on the major traffic route past Hinamazawa. There she ran into a group of bikers and made them angry but Satoshi rescued her, and patted her on the head. It was love at first pat. She then asked Mion to let her switch places at school so she could try to hit on him, but Satoshi was intially unreceptive because Mion's family were leaders in the ostracism of their family (using their peculiar leadership style which consists of guessing where everyone else is going and then trying to get out in front), and because he had no spare time, devoting all of it to working to buy a lavish gift.
Satoko was at that time borderline nuts and being physically abused by the aunt in whose custody they were, and the stress was pretty quickly getting to Satoshi. After Satoshi rejected Shion posing as Mion, Shion took her anger out on Satoko blaming the little girl (who at that time was a real weeper), for making Satoshi's life difficult (and Satoshi unreceptive to her). Surprisingly Satoshi forgave "Mion" for her outburst and asked her to protect his sister and try to keep her from being so lonely. Because Shion made the promise in Mion's name, Mion made an effort to befriend Satoko and created the games club as a way to involve and include, in the process turning Satoko into the demonic little practical joker she is by next year. The "trap" thing starts out as imitation of Mion who is a bit of a practical joker, but when Satoko realises that she can get lots of attention from people just by dumping a bucket of water on their heads, the ostracised girl goes for it in a big way, switching from being a crybaby to get her no-longer-present brother's attention to being a prankster to get everyone else's attention.
And it works. The children and some of the adults stop thinking of her as that girl cursed by Oyashiro-sama who is virtually the walking dead, and start thinking of her as that hyper (and amazingly inventive) little brat who nobody can ignore. Shion, however, has handed off the responsibility to Mion, and has no further direct contact with Satoko so far as I can tell until this episode.
