If the cursed seal isn't used to control Sasuke then this is just bad story telling. Considering Oro is supposed to be a genius I'd lay all the blame on Kishi, but who knows the CS might just play a role in later chapters. Wheather its just a way to power-up Sasuke or control him is up for debate.
