I think that the game came out before any new characters were revealed. I remember not knowing who Gaap, Lady Maria, Siesta 00, Siesta 556, Kasumi, Amakusa, Sakutarou, and the rest of the newcomers were until AFTER the game was released.
This is more like EP3 when Eva-Beatrice was revealed and everybody was wondering who she was.
