My take
:
The boy should be Allen, but the clown is the 14th. The day of the scene is Christmas Eve: "...Christmas tomorrow.." If the clown is Mana, then the kid couldn't be Allen.
Something more crazy would be that the kid was Cross, and he followed the 14th and got acquainted with Mana. Between the brothers, he learnt his skills on sorcery, and transfered his Innocence to Mana, who then gave it to Allen. Yes, I'm doubting the claim that Allen was abandoned because he had the arm. If he was meant to be the host for the 14th's revival, his life as he knew it could have been a big lie. Also, I really wouldn't put it beneath Cross to saddle someone else with this problem. He probably wants Allen to hate him for pushing what should have been his own problem to others.
