Well, Aizen does mention how his zanpaktou's ability puts people into perfect hypnosis...
(i.e. Hitsu never actually saw where Aizen was, it was only an illusion.)

It doesn't make too much sense for Hitsu's bankai to be so useless, especially when his blade's suggested as the strongest ice-based zanpaktou.

At this rate, it would seem that even Rukia's shikai is more useful than Hitsu's bankai...
(Especially if Rukia learns to expand her AOE range)
