Just wondering, is the Turn of the Golden Witch arc over now?

Also, just to clarify, the cluprit is the same person each time right? It's not like in Higurashi when:

It's not like in Higurashi when: Spoiler for Higurashi: The culpirt only kills like 2 people, and a non-culprit person who changes almost every time kills the rest?
