Looks like that is who she cosplayed as. The character is Orion from an anime called Amnesia.
Also, the girl that said she cosplayed as an 'OC'...OC stands for 'original character', which is a character which someone creates themselves and is their own character, rather than a character from a series or some type of work (anime, manga, video game, visual novel, etc.).
Edit: Oh, what do you know. I thought I was talking about two different cosplayers, but both things I was talking about are from the cosplayer Vaynard.
