Personally, I think Fujiwara will still count as a powered person even if his ability to travel through time is taken away from him. The ability to travel through time is frankly nothing spectacular. What makes time-traveling so wonderful is that one retains the knowledge and memories from the original time plane. Fujiwara knows how things will play out. He plans and schemes, and he can do whatever he like as long as it fits within his mind. I'm not too sure about how time paradoxes work, but essentially, because of the time fissure Haruhi created, Fujiwara is now making his own history now.
That is power. Knowledge is power.
