Can't really tell for sure until I watch this myself or a detailed summary shows up, but at first glance it seems that Lelouch didn't entirely realize the full consequences of what he had done, or did he? Her eyes did display the "Geassed" effect, after all.
If he had, one thinks he could have at least tried to, say, knock her out before things got too out of hand (unless guards suddenly came out of nowhere or something similar).

Well, you see.... Euphie already had a gun at this point.
Spoiler:
Lulu's original plan was to hand Euphie a gun, and shoot him.
But not fatally. To make it look like she made up this plan to trap Zero, making her look like the bad guy.
But after he hands her the gun, and talks with her, she convinces him otherwise, and Lulu decides instead he'll make her his ally. Then the handshake.
Then the whole joke-triggering-geass mess happens.
She runs off, with his gun, and uses it to kill the first Japanese.
(She later gets an assault rifle to join in the massacre )
Good luck stopping her.
