Let us all be honest, the problem with the Power Levels and new Saiyan characters leveling up at lightspeed is majorly one: WRITING!!!
Toei (and quite possibly Toriyama as well) have been screwing it all up thanks to lazy writing and bad planning, simply because Rule of the Cool and because they think the little kids and hardcore fans to whom they believe to be mainly directing the story will eat it whole and even ask for more.
