He was bored and set up an anonymous website and invite people. Until he actually weaponized it, it was just for the most part, a rumored gang. He was asking around about it to everyone, because some punks (like the ones in episode 3) were acting in the name of Dollars, and he felt responsible for whatever that was done in its name.
